Internet Access and Mobile Money as a Precondition
Crypto adoption follows connectivity and existing digital payment habits. Where those are thin, nothing else matters.

Discussions of regional adoption usually start with regulation. The binding constraints are earlier in the chain.
Precondition one: connectivity
Verification requires uploading documents and completing a liveness check, which needs a stable connection for several minutes. Ordinary transactions afterwards need very little.
The onboarding step is where connectivity binds, which means adoption is gated by a one-off requirement rather than a continuous one.
Precondition two: a smartphone capable of running the software
Older devices fail on application requirements and on camera quality for verification. This is a real constraint in rural areas across the region.
Precondition three: an existing digital payment habit
Populations already using mobile banking adopt faster, because the mental model transfers. Where cash dominates, the step is larger than the technology suggests.
This is the strongest predictor of adoption in the available evidence, more than regulation.
Precondition four: a conversion route
Crypto that cannot be turned into spendable money locally is not useful to a household. Conversion requires a venue with a payout route the recipient can reach.
In urban areas this exists. Outside them it often does not.
What this implies about the region
Adoption is concentrated where connectivity, devices, payment habits and conversion routes all exist together, which is urban and younger.
Regional adoption figures that do not disaggregate by this are not telling you much.
Where the data is thin
Rural connectivity and device statistics are published irregularly and defined inconsistently between countries. I would use them for direction and not for comparison.
What would move adoption most
Local payout options and conversion that works without a high-end device. Both are distribution problems rather than technology problems.
What a business building here should check first
Not the regulatory position. Whether the users it intends to serve can complete verification and convert at the end.
A platform available on both sides of the border with a local payout route is the precondition for everything else. Collect & Exchange, which operates in several jurisdictions publishes where it settles, and exchanges with regional coverage are the ones whose conversion routes reach more than one market.
